I was ended up doing a restore from iCloud and noticed that the Text Replacement text between my iPad Air 2 and iPhone 7 Plus were different and weren't syncing. I ended up signing out of iCloud and back in on both devices and they each got their own copy of the Text Replacement. At some point I took an old iPhone 5s and signed in to the iCloud account and it's Text Replacement was blank and wouldn't sync either. Basically it looks like the Text Replacement is stored in iCloud, but no longer synced in iOS 10.3.

Now here's the odd part. I have an old iPad 2 which is on iOS 9.3.5 on a different iCloud account. I signed the old iPhone 5s (iOS 10.3) on to the same iCloud account and made a change to the Text Replacement on the iPhone 5s. It didn't sync to the iPad 2. When I made a change on the iPad 2 it did sync to the 5s and at that point the change I made on the 5s also synced to the iPad 2. It looks like syncing only works if one of the devices is on iOS 9.3.5 and only when a change is made on that device. That seems wrong to me.

Is Text Replacement syncing working for anyone in iOS 10.3?

Yeah probably since iOS 10. I can't remember actually. It's been happening for a while now.

The TR I have on my iPad mini and MBAir did not sync to the phone so I added them back on the phone .
Now here is the odd part .... What I added on my phone has synced to MBA and iPad ...so on these devices , all TR show twice !
It's driving me nuts . Any help will be appreciated !

Text shortcuts sync has never been stable and predictable. I have had them not sync, reappear after deleted etc. For years.

I always restore when there's a major update out. TR never works.

I am very upset that Apple doesn't fix this issue for so long!!!! Are text replacements that less important to most people? Why does it have to be in iCloud Drive separately when it can also be listed under calendar, reminders, safari, etc under iCloud sync?? I just don't want to go in and out of iCloud 10times, trying on and off of drive spending hours just to conclude that I can't get them back on my iPhone. They are on MacBook.

Just set up a new 2017 MacBook Pro and the text replacements on both my iPad Pro and iPhone 7 plus are not syncing to the new MacBook Pro. If I add a new text replacement to my MacBook Pro it gets synced to my MacBook Pro but not vice versa.

I have the situation where my 3 Mac computer all sync text shortcuts perfectly. My iPhone can receives text replacements made on my Macs, but if I create one on my iPhone, the other devices don't get it. It's like the other devices have a 2-way street between them, but my iPhone has a one way ( incoming ) street only.

I wonder if the iOS 11 beta fixes this.

I opened a bug report for this with Apple months ago. It was closed as a dupe of an even older bug report, so Apple is aware of the problem. Who knows when or if they will fix it.

I installed IOS 11 last night and text replacements sync in/out of my phone fine now. it's extreme to have to install a new OS to fix this bug, but it worked after spending hours trying other methods ( icloud drive on/off) so I'm happy!

It’s not working for me either in iOS 11. My iPad and iPhone still aren’t syncing text replacement. I even tried disabling iCloud Drive on both and enabling it again.

I managed to fix this myself by deleting the TextInput “app” data from iCloud from the ICloud settings -> manage space on my iPhone. Doing so wiped out all my text replacements, but all new ones I added after that synced across all my devices.
