[doublepost=1520775956][/doublepost]...as is Talkatone. I used both that app and Hangouts during my iPod Touch days while in WiFi range. I also had a cellular iPad at the time and both apps worked well on the go as long as I had reasonable cellular coverage. With an affordable SE in my ecosystem for the past year, these days the iPod touch serves as a telephone and texting device at a very remote seasonal residence that is completely off the grid (solar power) and miles from cellular coverage. Satellite internet feeds to an AirPort Extreme, and even with a bit of latency for telephone calls due to the satellite connection, both apps continue to work fine for both voice via (VoIP) and texting.
I’m fairly sure that contrary to popular belief, you don’t actually have to be on Facebook to use Messenger. I think that it can be used independently.
I use WhatsApp Web version, signed in on a tab in Chrome (iPad) that doesn't get closed... Stays in sync with WhatsApp on the phone (Pixel 2) quite nicely! If it loses the link, I sign out of all devices from the app on the phone, and relink again.
Notifications aren't there really, but WhatsApp works for what I need and it means I can use the best tablet and phone (for me).
You could sign them in to WhatsApp if they've an account, that would likely work.
