I don’t use that app but, I am guessing you gave location permissions to TikTok that you probably shouldn’t have.

I also don't think this is it because it's Weather accessing TikTok not the other way around. Also, it's an exec file, not an exe, which makes more sense (exe are windows apps, exec are macOS code files)
