You‘ve been able to buy an unlocked iPhone for years now … nobody will know anything about the price until launch day in September/October time frame. People will guess, estimate and hypothesize but nobody will KNOW until then.

Will the 13 mini come as an unlocked device, most likely yes - I mean the 12mini did, the Xr did, the SE did.

That said we’re talking about 2 devices I cannot know you’re intending to wait on the iPhone SE 2020 vs 12 mini but if history shows from Apple’s practices of delegating older devices after 1-2yrs, they‘ve dropped storage and pricing.

Again Apple shouldn’t be your only source for getting an iPhone SE 2020, shop around what suits your budget/needs. Hope you get what you’re after.
