I think one of the most annoying features of iCloud Photos is how it automatically manages which photos and videos stay on the phone and which do not.

It seems to be random and a video I watched yesterday gets offloaded immediately and need to redownload again where as a picture I never looked at seems to be there.

Would be nice if Apple allowed us to designate an album to "Stay Downloaded", so for example, I could at least make my favorites Album stay downloaded as this is the folder I usually go to when I want to show someone some pictures or videos on my phone while out and about.

I live in the Philippines and cellular here isn't aways reliable, especially indoor, so this is a huge pain point. There are no workarounds other than third party photos apps which suck and shelling out a lot more money for a 1TB version and making it store everything on the phone.
 
Completely agree. I’ve long wanted options around this.
I have the 2TB iPhone but more than that in Photos.
Currently it seems like it’s all or nothing.

Let me choose how much space is used by Photos.
Give us an option to keep Album contents downloaded.
Give us an option to keep the most recent x months downloaded.
There is a lot of room for improvement here.
