I'm trying to make a copy of my Library folder (actually my whole home folder but only Library has this problem).

I DO use Time Machine, but I'm copying my home folder and storing off site as a secondary backup.

So every time I try to make a copy of my Library folder, I get the message:

The operation can't be completed because 'Library' needs to be downloaded.

Is there a cloud icon next to my Library folder? No
Am I using iCloud Drive? The basic icloud drive, yes. But I'm not using documents in the cloud.
None of my local files are being stored/mirrored to the cloud. But something is tripping up the copy.
Any ideas what?

Welp, I just turned off the iCloud Drive feature and now its copying. So its probably the iCloud Drive folder within the library folder thats tripping it up, and Finder just giving me a poor error message.
