In the latest update of PPCMC, Twitch.tv can be streamed at 160p, 360p, 480p, and 720p.

Turns out, for streams that VLC 0.8.6i can handle (the last Panther VlC) the answer is yes. FFMPEG handles the streaming at 1x and VLC can play it back full speed in a normal sized window. Full screen is too choppy, but the fact that the option exists is jarring.
