Is because the new sound piece is made about 30 percent smaller than the 4S
But it's very loud for it's size and the sound quality is higher than the iPhone 4S but just a little quieter but it's not a big deal...trust me if you compare it to the iPhone 4S..you will see the iPhone 5 sounds way better and the bass is worth it.

-Most people did say the 4S sounds louder
and even on YouTube video review.
Unless it depends on what batch it is...

Mine is considerably louder. I would always have to cup my hand around the speaker on my 4s to amplify the sound out in public. Haven't had to do that yet. Plus mine sounds clearer at higher levels compared to the slightly distorted audio at the two highest levels on my 4s.
 
The iPhone 4s sounds way better than the iphone 5 I believe this is because the 4 uses an acoustical screen over speKer opening n the 5 just had holes drilled in the aluminum housing. Also the 4 is stainless steel n the 5 is aluminum. The aluminum absorbs acoustical energy n SS reverberates it. I have every iPhone made I preferre the iPhone 4s. It never gets scratched due to its glass construction n it feels solid. The 6 is a joke as a phone it's more like a laptop. What a waiste. If I was middle class n not rich I would buy a reman 4s for two bills n then you would have the best phone ever made!
