The iPad mini has the same amount of pixels as the iPad 2 except the screen is only 7.9" meaning it has a greater ppi of 162. It may not be at the retina level, however the improvement difference between the iPad 2 131 ppi and the iPad with retina display 263 ppi. This leaves another question to all of those wanting a retina a iPad mini. Apple cant just double the ppi like they did with the iPad with retina display or the iPad mini would have an ppi of 322. A screen like that would be a production nightmare. The iPad mini with retina would also have a host of negative impacts like the 3rd jen iPad had comer to the iPad 2 and the mbp with retina compared to the mpb with out just for so extra pixels that wont be that noticeable. Dont hold out for a iPad mini with retina... THEY ARE NOT COMING.
