South Park Syndication
Yeah, when you travel from state to state you'll notice different shows are syndicated to different network affiliates, but the South Park syndication deal is exclusive to UPN and some CBS affiliates (since CBS owns UPN). Matt and Trey went on Charlie Rose specifically to promote the UPN premiere this past fall. I think the exclusivity had to do with censorship issues.
I'm not certain, but I think the WB got the same deal around the same time for Sex and the City. So my concern is that they will stop the full hour latenight South Park and combine it with Sex and the City (a show I could care less about, especially without the nudity). These shows could really only air late at night and Fox has the Simpsons on opposite this. So what would happen to South Park? I know, "Just buy the DVDs".

Big channels do syndication (TBS and TNT, for example), and so do small channels (your local channel). That's why you can see Seinfeld on TBS and on local channels, or ER on TNT and local channels.
