themes?

Ive seen screen shots of themes being used on desktops. Ive found dock themes but cant find anything for the icons. Maybe I am googling the wrong thing. Help please. Im on os 10.6.7 if that matters

How do you change the themes? Like the status bar up top to be black with silver text instead of silver with black text? Or even different docks
