There is still motion even with disabled parallax for wallpaper

I have a r mini on beta 3 and even thought the wallpaper is not moving, folders, icons and other elements move. Here are some screenshots. Look at the page dots.

Yes this was noted in the main beta 3 thread at least once, (e.g. here). Not sure it requires its own thread...
