There will be a US unlocked 4S - no way to pre-order?

I'm able to select an unlocked 4S on the US Apple Store page, and it puts it in my "summary" on the top right corner and says "ships coming in November" but I can't seem to get it into my cart.

I take it this means there is no way to go ahead and pay for the unlocked 4S? I just have to keep checking back in a few weeks until it lets me go ahead and pay for it? Just want to make sure I'm not missing something here

I read in another thread that there would be NO unlocked 4S units until a later date.
