I did a reset to factory settings on my AppleTV and now I can find my iPhone 13 as a hotspot. Yesterday speed test registered a 4 megabits per second download speed on my WIFI so what I did was I switched to my iPhone 13 hotspot and then switched back to my regular WIFI and now am getting 200 + megabits. So this defeats the resetting procedure I had to do often when things got slow.
Still is an issue with the WIFI router but there is nothing I can do about that until landlord experiences an issue with his Android and Windows devices.
