That is because your Mac is already an authorized device. If you tired that on another Mac you would not get the message.

Without an SMS-capable telephone number, it's impossible to turn on TFA or TSV for the Generate Password item to appear in my AppleID account, so ASPs cannot be generated. Apple has screwed the doors so tight that only fully-equipped digital citizens, preferably with an iPhone, can enter. How can I generate ASPs without a trusted telephone number?

I am nearly almost in the same position as you, though I have a country code number which is not in the Apple list.
Time to say goodbye to apple. I hope that Google or Microsoft won't force this 2FA policy as Apple does.

looks like its not just 3rd party apps, Mail needs an app specific password for using iCloud via IMAP, e.g. which you would have done if require using a different SMTP for changing sender address.

This is so dumb...to turn on App specific password you have to turn on two step authentication.
I have a dedicated iCloud email just for professional emails and a main one for all my other stuff.
I'd have to sign out of my main one on my phone just to set up two step for my professional one to create an app specific PW for outlook - which is a pain in the ass as it impacts things synced once you sign out...#fkthis

Also, I would've thought you can generate app-specific password without 2 step authentication enabled but appleID website doesn't have the damn option!

Apple has shown over and over and over that they don't know their ass from a hole in the ground about any sort of ID management. No way in hell I'm risking getting locked out of my own devices because Apple's convoluted B.S. doesn't work as easily/smoothly as it should.

I suspect 90% of people who own an iPhone/iPad/Mac combo will also not use 2FA unless it is forced upon us at the moment of first setup.

It is now nearly forced, if user is not careful enough during first setup.
I am the one who does not use 2FA because of the hassle I have heard from others. Such as this one: one guy has a damaged device, screen broken. He cannot setup iCloud on new device because a code is showing up on his old device and Apple needs that code.

All in all, I've been successful in needing to worry about this. I'll be looking for apps that offer dropbox over iCloud support to avoid this. On one hand, I can understand Apple wanting to improve security but I think the solution they offered is a kludge and it may hurt them in the long run. I'm not longer using iCloud to store data, but rather dropbox. They could be getting more of my money, but making my usage difficult, I went with a solution that seemed more elegant.
