Under compatibility of virtually every single app, at the end of the long list of devices it says "This app is optimized for iPhone 5."

Does that mean it doesn't run as well on the iPad Air due to resolution or other factors? What about the iPhone 5S or iPhone 4S?

It means it takes into consideration of the 5/s bigger screen (more pixels) vs last generation 4/s. I dunno about the iPad.

That's put there by Apple to indicated the app takes advantage of the whole 16:9 ratio screen.

All iPads have the same aspect ratio hence no special disclaimer.

Thanks. How do we know if an app is optimized for iPad or iPhone?

This plus sign indicates that the app is Universal, i.e. that it utilizes all the screen space of both the iPhone and the iPad.

Apps exclusively for iPhone or iPad do not show any sign in the corner. You can download the iPhone apps onto your iPad and use them with a black border around them, but if you try to download an iPad app onto your iPhone, App Store will tell you that the app you're tying to download is an iPad only app. Furthermore, the apps that are iPad exclusive tends to say so in the app description.
