I downloaded a tv show from ITunes on my iPad. When I try and play the show I get a message that begins with “ this device is already associated with an Apple ID”. So it doesn’t allow me to watch the rental.

I only have one Apple ID, I didn’t change anything. So I don’t know what exactly is happening or how to fix it.
 
You might experience an issue with one of Apple’s services, have you contacted their support already?
 
Did you buy the iPad new or second hand from someone other than Apple? If you bought the iPad used it's possible the previous owner has not cleared it of their Apple ID.

That's probably where I would start - go to the individual or store that sold it to you, or if someone used the iPad before you - get them to remove it from their devices.

Well, my daughter checked in her account and this device is not listed. I tried signing out of iTunes on the phone & signing in again, but no change. I connected the phone to my PC and opened iTunes there. I let it discover the phone and added it to my account & all seems good now.

I updated iOS from 12.1 to 12.3 and it fixed everything. Yeah!
