Not for the screen but in general on iOS I know that is not the iPhone's fault. The refresh rate of apps, on screen data, etc. Sometime it takes a few seconds for it to update the info. If you need me to give an example sure.

I know it is to save battery life.
 
I don't have any issues with the refresh rate on the iphone. Scrolling is smooth. I haven't used a phone with a higher refresh rate. Maybe if I used one I'd be able to tell the difference. However I've had the 10.5 inch iPad pro and now the 11 inch and pro both with pro motion displays. To be honest I can't really tell the difference between those displays and my iPad mini 5th gen.
 
Are you confusing refresh rate with responsiveness?

Try Accessibility > Motion > Reduce motion & if you like Prefer cross-fade transition.

I think he’s talking about the delay in updating info within an app when it’s relaunched.

I am talking about data in apps how fast they update.

Like for example battery level when charging iPhone and iWatch. The little widget doesn't always update instantly.

Widgets can at least sometimes if not often be somewhat behind as they aren't refreshed continuously as I recall.

Third party app widgets can’t constantly update due to Apple restricting the ability sans their own apps.

Apps on the iPhone that has been left open in the background will enter a suspended state after x amount of time. As such, it is normal for there to be a slight delay as the app exits the suspended state and requires data.
