I think the idea that iOS 18 will only be available to A12 Bionic iPhones, iPhone, XR, iPhone XS, and iPhone XS Max, starting with iOS 18.7.9, would not be fair to the A13 environment, iPhone 11, iPhone 11 Pro, iPhone 11 Pro Max, iPhone SE (2nd generation), since if they are updated to iOS 26, they are permanently slowed down, since they do not support iOS 27, the performance update. I think the iOS 18 updates should also be reserved for A13 as well, and more prominent as well making iOS 26 still an option, however, it would be listed at the bottom in “Also Available” to ensure they are not auto updated to this version that permanently slows down their iPhones. iPhone 12 and later still have iOS 26 more prominent with no iOS 18 updates. Does anyone agree with this?

If it is also the "finally better Siri" update the hardware requirements may well necessitate dropped support for more models, not fewer.
I think the new better Siri is depending on AI and that will only be available on devices with 8gb ram (i15 Pro and upwards). Older phones will prob use same old Siri.
