Yup. They made it public a few weeks ago. You need a data plan of at least 1GB. It's completely free. I'm assuming you just contact them in order to set it up.

I can't remember any cell carrier not charging extra for tethering. Having it be free would be unprecedented. (but not unwelcome, oh well)
I was only talking about carrier-supported tethering. For as long as carriers have been gouging us for tethering, there have been ways around it. I can understand anti-tethering rules on unlimited plans, but when you pay for a certain amount of data, it should be yours.
Paid tethering serves two purposes: gouge us, and make it less likely we'll use all the data way pay for.
