is it safe to upgrade ? is TB2 blocked for eGPU usage ? (i read only TB3 are allowed)

If you already have an eGPU on TB2 working with 10.3.3 - then, from what I have read, that will not work if you upgrade to 10.3.4.
I don't know if you can say that TB2 eGPUs are "blocked", just not working now in 10.3.4.
And, your real question would be: Will Apple return eGPU support in TB2 in a later macOS update?
No one (except Apple) can answer THAT question, although I suspect there are Thunderbolt bandwidth issues that may need some kind of third party solution. In other words, simple to solve in TB3, but TB2 or older may be a challenge now.

Mine is working in 10.13.4
