Can i transfer files between a 2013 MacBook Pro (thunderbolt 2) and a 2016 MacBook Pro using a usb-c to thunderbolt 2 dongle and a thunderbolt 2 to thunderbolt 2 cable connected between dongle and old MacBook Pro?

Yes you should be able to with a TB3 to TB2 adapter and a thunderbolt cable.
