Will the Apple Thunderbolt Display, having a thunderbolt 2.0 interface, be useable as a secondary or primary display for the Mac Pro 7,1? How about the 4K DELL P2715Q?

Both will work fine. For the Thunderbolt Display you just need a 2.0 to 3.0 adapter. Apple makes a bi-directional one.
