Tiger, dashboard and the weather

Hi, just out of curiosity does anyone know where Dashboard gets the weather forecast from? I'm asking because each time it appears on my screen it's WRONG. At the moment it says it's -7 C in Oslo, when in fact it is about 2 C. It does not seem to be reliable at all.
