As a storage device?
You can't use a TC as your TM drive via Windows, as TM needs Mac OS X and the file system it came with.

as a back up device.. i have googled that while i posted here, i have been reading that it can only back up if it has bonjour AND a backup utility installed on the windows computer? does the windows back up utility work in that situation or does it have to be a third party utility application?

Why don't get an external HDD and maybe a router, that supports USB drives connected to it, which you can access wirelessly via your network, and maybe some piece of software, that supports that?
The TC was made for Mac OS X.
