Time capsule as ppoe server is constantly spinning up

To avoid having a double nas with the internet provider router/modem, I configured my time capsule as a pppoe server and the IP router as a dumb modem. Everything works fine with regard to the internet. However, the hard drive of the time capsule is constantly spinning up every few minutes.

Any idea why it is doing that?

Only web sharing is on.
Spotlight is set to ignore the drive.
