Can Time Capsule be used as a repeater on an existing network ? Is there a way to use speakers with it and use airtunes with it ?

yeah if you already have a router/wifi you can use the TC as extender. It of course makes it easier if you have all apple gear. No you can't do AirTunes with it, you need the Express.

I was under the impression that you could ONLY extend an Apple airport network. So OP you would already need to have an Airport device in order for your network to be extended.

No it can extend any appropriately set up wireless network.
