Not from the Time Capsule. If you had a router that supported dynamic dns updating you could sign up for one of those and the router would update the location of itself via the dynamic name (such as CocoSS.dydns.org). That is, that domain name will point to your network.
If you have a computer running on your home network (that would restart after a power off/on, of course) you can install the updater application on that.
