I know this is probably excessive, but can I have two separate and simultaneous Time Machine backups - one via Time Capsule and one via an external drive?

Also, if multiple users in the same office are using the same Time Capsule drive, are the backups encrypted?

No and no. You could do Time Machine to one and carbon copy/clone to the other if you really want dual backups. Or duplicate the contents of the time capsule drive over to the other every night for a backup of your backup.
