time machine backup full?

even though i have set it to delete archived backups ?
can anyone advise how i can get it to backup? without deleting the backup file (this has caused issues int he past)

im connect to a 1tb external which is my backup drive

1. Select a disk with enough space as backup disk.
2. Exclude some files that are not need to backup to save backup space.
