I found the solution at this web page. http://www.kremalicious.com/2008/06/ubuntu-as-mac-file-server-and-time-machine-volume/ I am running an Ubuntu box with an AFP share. I created the backup file on my local machine and then moved it onto my share. Worked like a charm.
