I'm tryin to backup my computer using flock but its moving very slow.. I want to reformat my external before I start backing up again also. Can some1 let me know what would be the proper way to format my drive and how to fix the slowness problem?

Then format to Mac OS Extended (Journaled), also known as HFS+. MBR partition will cause problems and should not be used for Time Machine.
