Time Machine created help to copy download folders files

HI, I have made a time machine on 500gb on eternal usb drive which has only used 150 gb to back up my MacBook Pro m2 .
it has used the default APFS file system.
I want to transfer this to the new MacBook.

The reast of 350 gb on time machine is free, I can't use it copy files from my download folder from my MacBook which has been backed up .

is there a way around to use the rest of the Time Machine to copy folders ( 60 GB) from my MacBook

Using Disk Utility, add a second APFS volume in the APFS container which has the TM volume. That will share the 500GB with the TM volume. Copy your files into that.
