Here
I created a fresh backup drive as Mac OS X Extended Journaled. When I plugged in this drive OS X asked if I wanted to use this disk as my backup disk and I also elected to encrypt it. That started an "Encrypting" process that was only 50% done after 6 hours.

I had to stop the process because of a storm. I erased and reformatted the drive again as Mac OS X Extended Journaled and the system again asked if I wanted to use this drive as my backup drive. The difference is after I selected "Encrypted" it did NOT go through that process and immediately started backing up the drive.

The icon for the drive did not change into a time machine icon, but in System Preferences it calls the drive "Encrypted." Is it really encrypted or was there some kind of error?

It should be continuing from where it left off. You can see the actual progress by opening Terminal and using this command.
Code:
diskutil cs list

The Conversion Status will either be
Converting - still in progress
Complete - done
