I have an external hard drive that I would like to use for my time machine backups. I would also want to use the other half of the drive with a windows computer. Is there anyway I can create two partitions one for time machine and one for windows?
 
Simple answer. Yes. Just point TM at the mac-formatted partition and format the other as FAT32 for Windows. Job done.
 
if you want to format the windows partition in ntfs that must be done from within in windows with disk management.. you can create the partition with disk utility but can only format it ntfs from within windows.... fat32 may be the better choice though for read/write abilities for both os
