1) No Time Machine backup is bootable. The link you posted is for software that clones the drive. Time Machine allows constant backups and allows you to recover single files at a time while also using the awesome and easy Time Machine interface.
2) Windows cannot see Mac-formatted drives. If you wanted to access an encrypted Time Machine backup, you'd just enter your credentials on any Mac.

Oh i forgot to mention that i'm using MacDrive on my PC. It allows me to read/write HFS+ drives. Thanks though. I'll contact the company about Time machine encryption.
