Sometimes I turn Time Machine off because I do not really need the hourly backups at that time or because I need to disconnect my computer from the external disk drive. When I turn it on again, Time Machine begins to make two identical backups with the the same time every hour (and always at the hour and fourteen minutes).

I checked the Time Machine preferences and do not see anything wrong there. Has this happened to anyone? Do you know how to fix it?

I'm not sure I really understand what it's doing, but you don't need to turn Time Machine off to disconnect the external drive. Just eject the drive and it won't try to backup again until it's reconnected. And the hourly backups when the drive is connected won't take very long or any disc space if no new files have been created or modified, so I'd suggest just leaving it turned on all the time as intended.
