What happens if I am running Time Machine on a laptop, and I don't have my external backup drive with me? Does it 'buffer' the removed files and put them on the external drive when I next plug it in?

No one is allowed to say! Everyone who is meant to have a copy of Leopard is under NDA (Non-Disclosure Agreement).

My gut feeling (I don't have a copy or an NDA so I can post my thoughts) is that no, it won't buffer the changes. If the backup drive is not available at the point in time that the snapshot is taken that day will not appear when "time travelling".
