    So, I was very stupid...

I reformatted my computer, but didn't do a tradition back up like I usually do because I wasn't thinking clearly and thought I only needed my documents. I did have a time machine running on the computer.

Is there a way to restore all my mac mail (including the folders I had made etc) as well as Iphoto stuff from the time machine backup?

    Yes.
You either browse the TM HDD via Finder and look for the appropriate folders or let Setup or Migration Assistant do the restore.

TM cannot restore what you have not backed up. If you want more than your documents back you are out of luck.
