is there a way to restore your time machine back up to a certain date? I want to go back to before I installed parallels and xp
 
Yes... you could restore back to any available time machine backup.

However, I think that might be a drastic fix to your problem. The uninstaller in the Parallels install package seems reasonably thorough, and all that would be left are the VM files which are easily identifiable and delete-able. Might be a much simpler solution...

I tried running the uninstaller but it just kept telling me that there wasn't a copy of parallels on my system.
 
Boot from your Leopard DVD. One of the menu items is 'restore from time machine' or similar. Pick that and you should be able to select which backup you want to restore from.
