Can Time Machine run on an external drive on the network? On a pc network too?
And if my laptop hd died, would i be able to recover all data from the external drive on network?

A network is a network, does not matter if its a mac or pc. I run a private LAN for me and my friends and i use both macs and pc's. I am not sure if you can backup over the network i have not tired it myself.

You can recover everything from your time machine backup, it works great if you delete a file or folder that you need by mistake you can get the file back asap. If your looking for a full backup method i will recommend SuperDuper, you can make a copy of your hard drive and you can boot from it as well. I use that with time machine.

Backup to TM all the time (always running), backup to SuperDuper once a week.
 
I did a search and this thread has instructions on how to get time machine working on a network drive.
