Time Machine restore on smaller hard drive?

My time machine backup is about 200GB. I'm considering getting the Air with the 128GB ssd.

Can I pick and choose which elements to restore or should I delete stuff and make my backup much smaller?

Also can you restore a backup to another external drive?
