When I go into the "exclude disk from time machine" there are some hard drives that are grayed out and I can't either remove them from being excluded or include them help?

Are those HDDs using FAT32 or NTFS as file system (format)?
Have you checked Finder > select external HDD >> GET INFO >>> Format ?
