Time Machine to a new SSD

I changed my hard disk to a new SSD (with different size, but Time Machine backup is under the new limit of size). When I try to restore my time machine backup it returns 'error of creating system of restore' or something similar.
Do I need to install a copy of a OS system before restoring with Time Machine to a new blank SSD?

You need to first install the Mac OS, next create the user accounts and then restore the data from the Time Machine backup.

Thanks for the quick reply. Does it work with different version? My time machine is Mavericks, now I am downloading Sierra

Once you have Sierra installed you'll be able to use "Migration Assistant" to recover your data , files ,Apps and system settings from the Time Machine backup.
