I plan on doing a fresh install of ML again before I start school in two weeks. But when it came out and I did it it made a whole new TM back up. Will it make a whole new back up every time I do a fresh install? Is there a way to avoid this? Or it might not even matter because I have the 2TB TC.
 
I do not see why it wouldn't make a full backup. It should be exactly what you want... You will be backing up the fresh install.
 
If you don't want to make a full backup of the fresh install, click don't use when Time Machine asks to use it as a backup disk.

But if you want to backup your new install, then it needs to start fresh and will delete your old backup and start a new one.
