Time zone paralysis

When I set my time zone in Preferences (10.5.7 ver.), it reverts to GMT as soon as I close the window, even if I've "locked" it. As a result my email is time-stamped incorrectly. Any thoughts?

Uncheck "set date & time automatically".

Thanks for the tip but that doesn't work. I can get the clock to set that way but it still mis-stamps my email because the time zone won't stay set.
