If the apple watch does not have GPS then will it still be able to set the time zone based on WPS (wifi positioning system) when the iPhone is not available?

Doubt it, since the watch won't be able to connect to wifi networks. It's wifi is strictly for communicating to the phone (as far as anyone knows).

True but someone correct me if I'm wrong but I think WPS works against the SSID and doesn't need to actually associate to the network to get its location. Probably needs to associate to some network in order to look the SSID up against the database though, unless it keeps a local copy - that would be cool!

the bluetooth connection to the phone would automatically correct the time. If no phone is paired, you'll likely change in manually if you need to. I wouldn't think it would do this via wifi.

    that's my guess

There is a picture on Apples website that shows the settings app. I just can't find it. I think wifi was in the settings. If anyone's knows where the picture is post it. It's really bothering me now I can't find it lol.

The WiFi is part of the point to point network with the iPhone. It is a lot like AirPlay. It will use BT and WiFi transparently. There will be no way to access the WiFi radio as a user.
