I am currently trying to restore a 3GS to 4.1 from 4.2.1 and do not have SHSH blobs saved. Is it possible for me to take my other 3GS, that's running a jailbroken 4.1 and use its SHSH blobs to allow my 4.2.1 to downgrade?

No, SHSH blobs are unique to each device.

I am not up to date with the 3GS, and what basebands are unlockable. You can try this link and find out
