try reducing transparency.

Settings > general > accessibility > increase contrast > reduce transparency

I've noticed the lag has gone away for my 5s
 
You shouldn't have to disable one of the main visual features of iOS just to have good performance, especially when they worked fine before the update.

Apple needs to fix this.

That will help, but unfortunately it makes some things rather ugly, especially the dock.
 
Nope. Doesn't work. Nice try, though.

It's more of an issue with iOS 9 and not the translucency effect.

At least with the 5s.
 
iPhone 6 with Reduce Motion turned on& Increased Contrast turned on,and I have no lag in Control Center.

I never liked the added superfluous animations/transparencies added in iOS 7 (which Apple said will help people with understanding layers and not lose their place when opening Notification Center etc...I'm pretty tech-savvy so I don't need all those visual cues).
 
Yes. If you turn off transparency the stutter dissapears almost everywhere. It feels better than ios8.4 that way. The thing is, you shouldnt have to turn off that to have a great performance on such a powerfull device (6 plus here)

Yeah the dock is rather ugly sadly. When I jailbroke on 8.4 I downloaded a iOS 6 theme and the dock on that was 10x better then the dock on iOS 7/8/9 imo
 
I tried disabling the transparency on my 5s with ios 9 and CC lags just as bad. On my mini 2, CC does not lag at all on ios 9.
