how do i stop the toolbar magnifiing when i scroll on it ?

Umm, do you mean the dock? Right click on the dock between the icons, click Turn Magnification Off.

No, works on Leopard too. You have to click on the divider between the "permanent" application icons and the Trash/dragged icons.
